Position Summary: Support the strategy and operational lines of the Programs Directorate by managing projects aimed at enhancing beneficiaries' autonomy, dignity, and well-being. Key Highlights: 1. Technical support in program and grant management. 2. Formulation, implementation, monitoring, and justification of social projects. 3. Work with disadvantaged groups, migrants, and refugees. DESCRIPTION **Position Objective** Support the development of the Programs Directorate’s strategy and operational lines through the management of management and/or intervention projects, to enhance the autonomy, dignity, and well-being of program beneficiaries, reporting to the National Intervention Coordination or the National Intervention Manager. **Main Responsibilities** * Provide technical support in accordance with the program’s funding grant management manual(s) and procedures. * Identify, formulate, implement, monitor, and justify area-specific projects, proposing improvements and innovation. * Prepare reports, statistical reports, and necessary documentation for service management and accountability to various funders. * Process, where required, applications for placement allocation and management within the SIRIA data tool (Information System for Programs targeting Refugees, Immigrants, and Asylum Seekers) of the Ministry of Inclusion, Social Security and Migration, for all Organization programs. * Monitor CEARNET and Program databases. * Support the organization, validation, justification, and application of quality systems and ongoing professional and research evaluation systems, aimed at reorienting practice as well as continuously improving intervention models. * Propose improvements to procedures, methodologies, and action protocols for implementing area programs. * Apply expenditure allocation and eligibility guidelines for area grants, and provide training and monitoring to teams on changes in criteria and procedures established by the area program funder. * Develop training and methodological support materials for area teams, when required. * Support technical teams at Delegations in developing individual pathways, as well as reviewing area cases, when required. * Monitor and control the budgetary process for economic assistance management, when required. * Conduct internal audits to monitor case files at delegations, as well as support external audits of the area. * Support participation in networks, community activities, conferences, etc., to foster links among individuals, family units, and organizations. * Support logistical organization of meetings, gatherings, and training sessions held throughout the year. REQUIREMENTS **Education/Knowledge** * University degree especially linked to the social field (Social Work, Social Education, or similar), or vocational training qualification in the social sciences branch, complemented by a minimum of three years of professional experience (verifiable). * Demonstrable education and experience in the project management cycle based on the logical framework approach, including project formulation, management, and justification. * Specialized training in migration, international development cooperation, humanitarian action, and emergencies. * Solid knowledge of conceptual, methodological, and technological research tools and specialized practices in social work. * Knowledge of computer and statistical software, database management, and Microsoft Office suite. * Languages: English. **Experience** * Three years’ experience in a similar position. * Experience using the SIRIA database. * Experience in technical and financial monitoring and justification of publicly funded projects in Spain. * Experience working with disadvantaged groups, primarily with migrants and/or refugees. * Minimum three years’ experience in the logical framework-based project management cycle, including evaluation, formulation, management, and justification. * Minimum three years’ experience in managing and processing economic assistance for individuals facing social hardship. * Three years’ experience in formulating, designing, implementing, and evaluating projects and/or programs, particularly in humanitarian assistance to immigrants. **Professional Competencies** * Commitment. * Adaptability to change. * Teamwork. * Planning and organization. * Analytical ability. * Negotiation and mediation skills. * Interpersonal and communication skills. * Resilience. **Desirable Qualifications** * Prior involvement with CEAR as a volunteer or employee. * Disability certificate equal to or greater than 33%. * Training in gender equality. * Knowledge of reception resources within the National Reception System for refugees and asylum seekers. * Experience managing and justifying programs funded by public bodies (national and international), preferably European funds (FAMI, FSE, etc.) and private entities. * Professional registration. * Language: French C1\. **Offer:** * Immediate incorporation. * Full-time schedule. * **Working hours: Monday to Friday, 8:00 a.m. to 3:00 p.m.** * **Substitution contract.** * 25 working days of vacation \+ 5 annual AAPP days (pro-rated according to start date). * Social benefits under the CUIDA(**R**) Program: a package of free or partially discounted services focused on physical well-being and emotional health (psychology sessions, physiotherapy, dental plan, nutritional counseling, among others), for staff and beneficiaries. * Remuneration according to CEAR’s salary scales and collective agreement. * Workplace**: Glorieta de Cuatro Caminos 6\-7, 6th Floor.** **Code:** 000/251112019/26\_1407\_S\_00
