Join us in pursuing solutions for a sustainable future.** ACCIONA, within its Concessions business, requires a professional to join its Technical Management team to support national and international projects related to infrastructure under public-private partnership (PPP) regimes.**Position Description** The ITS Systems Manager is responsible for leading the strategy, design, implementation, and commissioning of toll, communications, and Intelligent Transportation Systems (ITS) across ACCIONA Concessions’ infrastructure concession projects (roads, metro and rail, power transmission lines) at an international level. Reporting directly to the Technical Director, this role forms part of the Technical Management team and coordinates closely with CAPEX & OPEX teams, as well as Traffic and Revenue teams. This role covers the full system lifecycle—from active participation in tender phases and technical bid preparation, through to supporting concessionaire companies during construction, integration, commissioning, operation, and maintenance—ensuring continuous compliance with contractual, technical, and regulatory requirements specific to each market. * Key Functions and Responsibilities 1. Tendering and Bid Development * Participate in defining the technical ITS and toll systems strategy during tender processes, preparing or reviewing technical solutions, technical memoranda, and bid documentation. * Prepare the RFP, contract and manage advisors (as applicable) to assess bids. * Evaluate and compare technologies and suppliers, identifying the optimal solution in terms of cost, risk, and compliance with tender specifications. * Estimate implementation, operation, and maintenance costs for economic modeling of the bid. 2. System Design and Engineering * With support from engineering firms and/or advisors, define the architecture of toll systems (ETC, Free Flow, back-office) and ITS systems (CCTV, variable message signs, traffic detection and classification, traffic control centers), ensuring integration with civil, electrical, and telecommunications infrastructure. Similarly applicable to metro, rail, and power transmission communication projects. * Prepare or supervise technical system specifications and interface requirements with third parties (granting authorities, interoperability managers, network operators). * Ensure compliance with applicable standards in each jurisdiction (DSRC, ANPR, ETSI standards, local toll regulations, etc.). 3. Implementation and Commissioning Management * Support concessionaire companies in supervising contractors, system integrators, and technology suppliers during manufacturing, installation, and commissioning phases. * Assist in planning and supervising test programs (FAT, SAT, end-to-end integration), manage non-conformities, and ensure punch list closure prior to acceptance. * Participate in the granting authority’s system acceptance process and transition into operational phase, coordinating with O&M teams. 4. Operation and Maintenance * Support operations teams in resolving high-impact incidents and continuously improving system performance. * Monitor technical and availability KPIs defined in concession agreements, escalating significant deviations. * Ensure revenue integrity by supervising transaction flows, back-office audits, and implementing anti-fraud controls. 5. Innovation and Technological Evolution * Monitor market trends in ITS, electronic tolling, and connected mobility (V2X, multimodal systems, AI applied to traffic), evaluating their applicability across the concession portfolio—as well as in metro, rail, and power transmission line areas. * Identify and promote technological improvements contributing to operational efficiency, road safety, and revenue optimization over the concession lifecycle, collaborating with the Innovation area. * Contribute to developing internal standards, technical procedures, and lessons learned, strengthening collective knowledge within the area. Team Management* Coordinate the Systems team, currently composed of one technician in Madrid and one senior technician in Atlanta. Forecast future staffing needs based on workload. * Assign tasks, review deliverables, and ensure achievement of defined objectives. * Role Context and Scope * Geographic scope: International, with active projects in markets such as the U.S., Chile, New Zealand, and others under development. Periodic international travel is required. * Key internal stakeholders: Project Directors, O&M Management, Innovation Management, Finance and Tendering departments. * Key external stakeholders: Granting authorities, ITS and toll technology suppliers, system integrators, technical auditors, regulatory bodies. **Candidate Requirements** Job Requirements: * Education: * University degree in Telecommunications Engineering, Computer Science, Industrial Engineering, or equivalent. Postgraduate qualifications in project management (PMP, IPMA) or ITS/transportation systems will be valued. Experience* Minimum 8–10 years’ experience in designing, implementing, or operating ITS and/or electronic toll systems, preferably within infrastructure concession environments. * Experience: * Proven experience in international projects, with exposure to diverse regulatory frameworks and contractual models (DBFOM, PPP, etc.). * Experience coordinating ITS and toll technology suppliers and system integrators in complex project environments. * Technical Knowledge * Toll systems: ETC technologies (DSRC/RFID), Free Flow / MLFF, toll back-office, interoperability, and transaction management. * ITS: CCTV and video analytics systems, variable message signs (VMS/DMS), traffic detection and classification, traffic control centers (CCT/TMC), incident management systems. * Telecommunications and networks: Network architectures in road concessions (fiber, microwave, LTE/5G), industrial communication protocols, and ICT security (cybersecurity in OT/IT systems). * System integration: Interfaces between subsystems, standard protocols (NTCIP, UTMC, DATEX II), and technical SLA management. * Languages * Spanish: native or bilingual. * English: advanced level (C1 or equivalent).
