Description
A position for an Administrative Officer (m/f/d) in the Civil Registry / Funeral Services department is available at the Verbandsgemeinde Leiningerland, headquartered in Grünstadt, starting as soon as possible within Department 3 – Citizen Services.
**Your Responsibilities:**
Handling matters relating to civil status and nationality law, including involvement of foreign nationals:
* Duties of the Registrar (m/f/d) pursuant to the Civil Status Act, Marriage Act, German Civil Code (BGB), and international treaties (certification of civil status events, maintenance of electronic civil status registers, issuance of civil status certificates, registration of marriages and performance of marriage ceremonies, certification of changes to civil status)
* Declarations of resignation from religious communities
* Duties under the Nationality Act
Funeral Services:
* Setting and collecting funeral fees, including usage fees for, inter alia, mourning and farewell halls; granting usage rights (including statutory authority, equity measures, and legal remedies)
* Monitoring duration of use and resting periods, supervising grave maintenance, managing Jewish cemeteries and honorary cemeteries
* Selection and allocation of graves, coordination of funeral appointments with local municipalities, coordination of grave excavation (including contracted companies), approval of grave monuments, scheduling and allocation of mourning and farewell halls, administration of graves
* Monitoring land requirements (planning conducted by the Department of Civil Engineering)
Participation in the comprehensive redesign / reconfiguration of cemeteries (primary responsibility lies with the Department of Construction and Environment)
Collection of baseline data for fee calculations (calculation performed by the Finance Department)
**Your Profile:**
* Successfully completed vocational training as a Public Administration Specialist (m/f/d), or an equivalent qualification in the public sector (e.g., Administrative Training Course I)
* Successful completion of the foundational seminar for Registrars (m/f/d) and official appointment as a Registrar (m/f/d), or fulfillment of corresponding prerequisites; **alternatively:**
* Willingness to complete the required specialized training for registrars, including all necessary courses, and willingness to assume the duties of a Registrar (m/f/d) at a later stage
* Knowledge of civil status law (Civil Status Act, Civil Status Ordinance, BGB, Nationality Act, etc.), administrative law (Administrative Procedure Act, Administrative Court Order, etc.), and funeral law (Funeral Act and Implementing Ordinance), preferably also in adjacent legal fields (e.g., immigration law, municipal law, regulatory law, etc.) would be desirable
* Proficient use of MS Office (particularly Word and Excel), as well as experience with specialized software systems (KIS and Autista) would be desirable
* Resilience, team orientation, independent and structured working methods
* Willingness to work flexible hours (e.g., performing marriages on Saturdays)
* Valid Class B driver’s license
