We are seeking a **Consultant/Advisor** to provide technical assistance and engineering consultancy for the acquisition processes and installation activities of HW/SW materials belonging to the C2 and Simulation systems of the PCMSHS. **Responsibilities** ---------- **Key Functions:** * Conduct market studies and comparative analyses of available technological solutions, evaluating their technical suitability, compatibility, and sustainability for future integration into command and control systems as well as simulation environments. The objective is to establish a solid technical foundation for subsequent drafting of Technical Specifications Documents (TSDs) and definition of acquisition requirements. * Prepare and review technical reports intended for bid evaluation in procurement procedures, verifying bidders’ technical solvency and compliance with technical requirements stipulated in the TSDs, in accordance with applicable standards and regulations. * Provide specialized technical advice on the selection or replacement of alternative equipment, components, or systems within obsolescence management frameworks, assessing functional equivalence, interoperability, and alignment with operational specifications. * Define and justify the technical characteristics of materials subject to acquisition via centralized procedures (Centralized Procurement or Dynamic Purchasing Systems), ensuring correspondence between the system’s functional needs and those established in current framework agreements. * Analyze technical requirements necessary for identifying spare parts, technical support services, and logistical sustainment elements, including searching, comparing, and evaluating offers from national and international companies—both for materials located within National Territory and in Operational Areas. * Participate in determining and planning medium- and long-term technological needs, providing the required technical input for generating documentation within Defence Planning Cycles (ENS6\). * Assess the technical suitability, security, and interoperability of hardware materials. **Requirements** -------------- * University Degree (MECES 2\) in one of the following fields: Industrial Organization Engineering, Telecommunications Technologies Engineering, Information Systems Engineering, or Other degrees in Engineering or scientific-technical disciplines (Physics, Mathematics, etc.) * Professional experience in executing maintenance engineering and/or life-cycle engineering projects. * Professional experience in executing data analytics projects. * Possession of an official Postgraduate Master’s Degree in a technical field related to industrial, mechanical, automation, telecommunications, aeronautical, naval engineering, or a scientific-technical domain (analytics, computing, space, etc.). * Possession of certification in data analytics tools. * Proficiency in office software (Word and PowerPoint). * English language proficiency certified at a level equivalent to the Common European Framework of Reference for Languages (CEFR): B2 or TOEIC 785–940 **Benefits** -------------- Conditions * Permanent contract. * Stable project. * Intensive working schedule during summer months. * Hybrid work model. * Professional development within strategic, high-impact business projects.
