Demonstrable prior experience in public procurement management. * Higher Vocational Training (FP) qualification in Administration. * Catalan (spoken advanced, written advanced). * Spanish (spoken advanced, written advanced). * English (spoken intermediate, written intermediate). * Competencies / Knowledge: • Knowledge of: • Public Sector Procurement Platform. • Electronic envelopes. • DEUC (European Single Procurement Document). • ROLECE. • Contractor classification. • Technical and economic solvency. • Temporary Joint Ventures (UTEs). • Administrative and technical specifications. • Automatic evaluation criteria and criteria subject to value judgment. • Abusive bid rejection. • Special appeal in public procurement matters. • Demonstrable prior experience in public procurement management. • Knowledge of the legal framework applicable to public procurement. • Advanced proficiency in office software and document editing tools. • Analytical, organizational, and technical writing skills. • Minimum education: Intermediate Vocational Training (FP) in Administrative Management, or Higher Vocational Training (FP) in Administration and Finance, or Higher Vocational Training (FP) in Civil Engineering Projects, Technical Architecture, Civil Engineering, or Agricultural Engineering. * Availability of personal vehicle. * Driving license: B. * Indefinite-term employment contract. * Full-time working hours.
