The Project Manager ensures that program operations comply with the management and accountability regulations of the International and Temporary Protection Reception System, delivers high-quality support and accompaniment through effective team management, and ensures efficient internal and external coordination and representation. **FUNCTIONAL DESCRIPTION (NON-EXHAUSTIVE):** Technical Knowledge and Procedure Management * Know and apply the International Protection Management and Procedure Manuals (SAPIT). * Maintain up-to-date knowledge of relevant legislation and regulations, and ensure such knowledge remains current across teams. * Implement and evaluate international protection procedures within the project, ensuring compliance with quality standards and intervention effectiveness. * Coordinate project alignment with applicable national and Autonomous Community legislation and procedures. * Guarantee adherence to international protection standards across all project activities. Operational Management and Coordination * Ensure proper technical and financial management, monitoring, and justification of the project. * Coordinate project activities efficiently and coherently, maintaining fluent communication with the team and Technical Managers. * Prepare evaluative reports on work performed according to the frequency required by the Public Administration or as determined by the organization. * Monitor submitted proposals and address requests and reformulations in coordination with the team and the Area Technical Manager. * Identify needs and opportunities to implement complementary actions that strengthen achievement of established objectives and improve the quality of life of individuals supported. * Ensure compliance with requirements set by public and private funders. Strategic Internal and External Coordination * Represent the organization in forums and meetings with public, private, and third-sector entities to strengthen strategic alliances and collaborations. * Manage and follow up on strategic needs and proposals arising from different areas. * Support teams and territorial references in project implementation. * Identify and establish new contacts with local entities or stakeholders to enhance our territorial impact. * Plan, lead, and/or actively participate in team meetings, internal coordination meetings, and national-level meetings. * Collaborate with the National International Protection Coordination to improve project quality and effectiveness, meeting funder and organizational requirements—particularly regarding monitoring and accountability. Human and Financial Resource Management * Efficiently administer financial, human, and material resources allocated to the program. * Seek and secure program resources through funding, collaboration with public entities, or social-purpose agreements. * Recruit, manage, and train necessary team staff as well as volunteers, including office management. * Ensure and promote internal and external staff training. * Provide technical support to other organizational areas in designing the project’s technical and budgetary components. * Guarantee achievement of project objectives, accountability, and methodology—including deadlines, submission of reports, and project execution.
