Foster continuous improvement in development processes DEVELOPMENT TECHNICIAN Organisation and Development Service Mission Promote the professional and competency-based growth of university staff (PTGAS) through the strategic design, analysis, innovation and evaluation of talent development programs, in accordance with the section head’s directives and the institutional framework for competency management and evaluation, with the aim of delivering high-quality professional development services to PTGAS. Essential Requirements - University degree (Bachelor’s or equivalent) in Education Sciences. - Certificate demonstrating Catalan language proficiency at level C1 according to the Common European Framework of Reference for Languages (CEFR). - Certificate demonstrating Spanish language proficiency at level C2 according to the Common European Framework of Reference for Languages (CEFR) or equivalent (only for non-Spanish nationals). Desirable Knowledge and Experience - University Master’s or postgraduate degree in Human Resource Management within organisations. - Professional experience in Human Resource Management, preferably in development and/or within public administration. - Knowledge of the legal framework governing universities: national, regional and specific university and civil service regulations, related procedures and applicable legislation. - English language proficiency corresponding to level B2.2 (Common European Framework of Reference for Languages, CEFR) or higher. - Professional competencies: critical thinking, communication and relationship skills, intrapreneurship, cognitive flexibility, collaboration and participation, self-awareness and emotional management, as well as ethics, integrity and commitment to public service and UPF. Conditions Legal status: PTGAS Civil Servant (A2-22.2) Employment modality: Secondment or temporary assignment Annual gross remuneration: €38,850.99 (monthly gross salary: €2,821.45) Departmental assignment: Development Section, Organisation and Development Service Start date: March 2026 Expected duration: Until permanent filling of the position (first four months as probationary period) Working hours: Full-time, 35 hours/week Schedule: 9:30 a.m. to 2:00 p.m. (Mon–Fri), plus one afternoon per week (Mon–Thu) from 3:30 p.m. to 5:30 p.m., with flexibility between 7:45 a.m. and 9:30 a.m. and between 2:00 p.m. and 7:30 p.m. Location: UPF Rectorate (Mercè Building) - Analyse and develop new training needs, as well as new training, development and innovation programmes, and those requiring ongoing review or updating. - Identify staff (PTGAS) needs through advanced analysis and tools to detect gaps and improvement opportunities requiring targeted interventions. - Foster continuous improvement in professional development processes by analysing data and implementing new technologies to enhance efficiency. - Act as an internal consultant on talent development, supporting managers and colleagues in defining and implementing professional growth strategies. - Evaluate the effectiveness of development programmes by monitoring key indicators and preparing reports to support strategic decision-making. - Carry out assigned unit projects and technical procedures, including needs analysis, design, scheduling and dissemination of training activities, and follow-up of results. - Create and technically collaborate in the design of training content and programmes. - Other duties assigned within the scope of technical competencies. * Experience: 2 months; no minimum experience required * University degree (Bachelor’s or equivalent) in Education Sciences * Catalan (spoken: advanced; written: advanced) * Temporary employment contract (4 months) * Full-time position * Additional information of interest: The list of received applications will be published on the university’s website.
