We are currently seeking to **hire** a **Proposals Project Manager** in **Madrid**, who shares our commitment to **quality, responsibility, and excellent service.** **Key Responsibilities:** **Project Coordination and Management** * **Coordinate multidisciplinary project teams** (engineering, environment, legal, finance, commercial, construction, and operation & maintenance). * Support all phases of the project lifecycle: feasibility studies, preparation of RFQ/RFP, pre-construction, development, and early execution phases. * Ensure timely preparation, consolidation, and submission of **technical and commercial deliverables**. * Monitor project **schedule**, risks, budget, and milestones. **Client and Stakeholder Engagement** * Act as the **primary Sacyr representative** before partners, clients, advisors, public administrations, and other stakeholders. * Develop and maintain **strategic relationships** with utilities, regulatory bodies, institutions, and potential partners. * Coordinate external consultants’ work in technical, environmental, financial, legal, and communications areas. **Technical and Contractual Support** * Participate in the **review of process designs**, treatment capacities, mass balances, performance guarantees, and regulatory requirements. * Collaborate in the **preparation and review of contractual documents**, scopes of work, proposals, risk matrices, and procurement strategies. * Ensure compliance with **international best practices** in the sector, client requirements, and applicable regulatory frameworks. **Reporting and Internal Coordination** * Prepare **progress reports**, meeting minutes, decision logs, and internal presentations. * Participate in internal **governance processes**, such as proposal approvals and project reviews. **Market Intelligence and Business Development** * Identify **business opportunities in the U.S. water concession market** under PPP/P3 models and in other strategic regions. * Support **early-stage opportunity assessments**, potential alliances, and consortium formation. * Represent Sacyr at sector-specific events, meetings, and forums as required. **We seek a candidate with the following qualifications and competencies:** * University degree in **Engineering** (Civil, Environmental, Chemical, Industrial or related), Project Management, or related fields. Financial training is an asset. * Professional **English** (**C2** level). * Minimum **5\-10 years’ experience** in infrastructure project development or project management, preferably in the water sector. * Experience in **coordinating complex, multidisciplinary, and international teams**. * Prior experience in public\-private partnership (**PPP**/P3\) models or large-scale public investment programs is highly valued. * Strong knowledge of **water treatment processes** (seawater reverse osmosis desalination SWRO, drinking water, and wastewater treatment) is desirable. * Ability to interpret **engineering documentation**, schedules, WBS (Work Breakdown Structure), project scopes, and financial inputs. * Knowledge of **permitting**, **regulatory**, and environmental assessment processes is an advantage. * Autonomy, leadership, stakeholder management, and cultural adaptability.
