Responsibilities** **The Capex-Opex Area is part of ACCIONA Concessions’ Technical Directorate, alongside the Traffic and Demand Area and the Systems Area. These areas jointly support the entire business lifecycle—from Business Development and Contracting through to Asset Management once the Concessionaire Special Purpose Vehicle (SPV) has been established.** **As part of supporting the Business Development process, the Capex–Opex Technician’s responsibilities include:** * ### **Technically analyzing tender documents, with emphasis on assessing the scope of Operation and Maintenance under the Concession Agreement, and identifying associated risks and opportunities.** * ### **Defining the SPV’s staffing strategy and organizational structure both during permitting, design, and construction phases, and during operation and maintenance phases.** * ### **Estimating the SPV’s budgets—both during the Design and Construction phase (Capex) and during the Operation and Maintenance phase (Opex). To achieve this, and in coordination with the Procurement Area, issuing requests for quotations to key suppliers and contracting and coordinating required technical advisors per bid, integrating and applying received technical and economic quotations and reports.** * ### **Collaborating with the Constructor to conduct design and lifecycle analyses of infrastructure components critical to the SPV (e.g., highway pavements, electromechanical systems for urban metro lines, hospitals, or transmission lines), and budgeting their replacements or rehabilitations at end-of-life.** * ### **Conducting technical and statistical analyses of the risk of non-compliance with Concession Agreement performance indicators (KPIs).** * ### **Providing technical support throughout interactions with the Constructor (e.g., defining interfaces via responsibility matrices, specifying additional design requirements, etc.).** * ### **Participating in meetings with clients and partners, providing technical support to the Business Development team throughout the entire tender process.** * ### **Contributing to preparing the technical documentation required for bid submissions.** ### **As part of supporting the Asset Management process, the Capex–Opex Technician’s responsibilities include:** * ### **Monitoring and providing technical support to Concessionaire SPVs during the permitting, design, and construction phases—with particular focus on potential design changes and construction quality failures impacting the SPV’s Capex and Opex budgets.** * ### **Conducting annual budget monitoring to feed back into future tender Capex and Opex cost estimations.** * ### **Monitoring and providing technical support to the SPV during the Operation and Maintenance phase—with particular focus on Concession Agreement KPI results, and on collecting, managing, and leveraging statistical data related to service delivery, maintenance, and operations to implement preventive and predictive maintenance practices.** **Candidate Requirements** * **Education: Degree in Engineering (Civil, Industrial, or related field).** * **Knowledge:** **o Advanced proficiency in Excel and data analysis tools.** **o Languages: High level of English proficiency.** * **Desirable experience in design, construction, operation, or maintenance of transportation or social infrastructure projects—or in PPP or concession-based projects.** * **Desirable experience in tendering large-scale infrastructure projects under design-and-build contracts, PPP models, or concession agreements.** * **Desirable experience in budget preparation and economic analysis of projects.** *We are a company that values diversity as a source of talent and therefore work to foster an inclusive environment promoting respect, belonging, and commitment—ensuring equal opportunity for all.
