We are seeking a **Systems Analyst / Programmer Analyst** with a senior profile to join a **strategic public tender project**, focused on the design, development, and implementation of training programs in digital competencies for citizens, aligned with the **European Digital Competence Framework (DIGCOMP)**. The selected candidate will be responsible for analyzing, developing, and integrating technological solutions enabling the creation of high-quality, interactive digital learning content. They will participate in developing multimedia resources, implementing features that enhance the learning experience, and integrating content compatible with learning platforms—ensuring compliance with the project’s technical and methodological requirements. This is a key position within the technical team, carrying high responsibility in developing digital solutions that facilitate learner interaction with content, improve user experience, and ensure interoperability of training resources according to the specifications outlined in the tender documentation. **What profile are we looking for?** We seek a professional with solid experience in analysis and development of IT solutions, specialized in technologies applied to e-learning and development of interactive digital content. The candidate must demonstrate: * A university degree in **Computer Engineering, Software Engineering**, or equivalent qualifications related to information systems development. * Minimum of **three (3) years** of experience in projects similar in scope and nature to this contract. * At least **two (2) years of experience** in citizen-oriented projects related to digital competencies aligned with the **DIGCOMP framework**. * Demonstrable experience in analysis, development, and implementation of technological solutions for digital learning environments. * Experience in developing and integrating interactive content and multimedia resources for learning platforms. * Ability to collaborate effectively with instructional design, multimedia design, and subject-matter expert teams to develop high-impact digital solutions. **Required Technical Knowledge** The candidate must possess solid knowledge in: * Web application development and e-learning–oriented technologies. * HTML5, CSS3, and JavaScript for developing interactive content. * Digital learning standards such as **SCORM** and **xAPI**, including their integration into learning platforms. * Learning Management Systems (LMS) such as **Moodle, Canvas**, or other virtual learning environments. * Integration of multimedia and interactive elements (animations, video, audio, images, and simulations). * Version control using **Git**, and collaborative development methodologies. * Interface design aimed at improving user experience and content accessibility. * Information architecture and development of functionalities optimizing navigation and learner interaction. * Particularly relevant: experience developing innovative solutions such as **chatbots, learnbots**, or advanced digital learning resources, along with evidence or portfolio of completed projects.
