This position targets professionals with extensive experience in PMC and EPC projects, responsible for developing, optimizing, and implementing industrial processes to improve facility efficiency, productivity, safety, and profitability. Identify and resolve bottlenecks, inefficiencies, and unexpected issues through technical analysis, data interpretation, and problem solving. Prepare and maintain detailed engineering documentation, including Process Flow Diagrams (PFD), Piping and Instrumentation Diagrams (P&ID), and Standard Operating Procedures (SOP). Develop, implement, and maintain the project-specific management system aligned with client requirements, international standards, and applicable local regulations. Review and validate contractor procedures by conducting audits and inspections, verifying compliance with project specifications and applicable legal requirements. Participate in safety protocol development and process safety analyses, including HAZOP and LOPA, ensuring designs meet applicable safety standards and regulatory requirements. Conduct periodic site inspections and audits to verify compliance with quality standards, identify non-conformances, and ensure implementation of corrective actions. Manage inspection and testing activities, including NDE/NDT, pressure testing, welding, and coating, coordinating with third-party inspection agencies and client representatives. Develop and deliver training programs, safety inductions, and awareness campaigns. Develop, coordinate, and test emergency response plans—including drills—in collaboration with internal teams and external service providers. Collect, analyze, and report performance data and KPIs, using identified trends to propose improvement plans. Monitor environmental aspects of the project, including waste management, pollution prevention, and compliance with environmental legislation and permits. Act as the primary PMC interface between owner/client, EPC contractor, suppliers, and third parties. Review and approve EPC contractor procedures, work methods, and test protocols. Identify risks associated with commissioning and implement mitigation measures. Coordinate HAZOP, HAZID, SIMOPS, and operational readiness reviews. Ensure safe work practices during energization, first hydrocarbon introduction, and equipment commissioning. Coordinate on-site support from suppliers, commissioning specialists, and Original Equipment Manufacturer (OEM) representatives. **Requirements:** University degree in Engineering. Minimum 12 years of professional experience across all phases of EPC projects: FEED, detailed engineering, procurement, construction, commissioning, and startup. Minimum 8 years of experience in the Oil & Gas sector. Minimum 5 years of experience in Process Engineering or related specialized roles. Proven experience in PMC (Project Management Consultancy) projects, supervising, reviewing, or managing activities performed by EPC contractors on behalf of the client. Knowledge of ARAMCO standards. Experience in Middle East projects, either from office or on-site. EPC experience in gas processing facilities. Experience working on EPC and PMC phases of large investment projects. Experience with units involving multiple licensors. Strong knowledge of process simulation, equipment and control systems design. Experience in process safety analysis, including HAZOP and LOPA. Knowledge of refining operations and equipment/systems such as piping, pressure vessels, and rotating equipment. **Desirable qualifications:** Experience in onshore Oil & Gas, fabrication shops, petrochemical, refining, LNG, power generation plants, or large infrastructure and utility projects. Familiarity with OSHA requirements, environmental regulations, and safety codes applicable to Oil & Gas facilities. Experience in data analysis and interpretation, KPIs, and quality metrics for decision-making. Ability to identify process improvements and diagnose and resolve production issues.
