




**Workplace**: *Navarra* **Program**: *Universal and comprehensive service for information, advice, and mediation regarding housing rental and mortgage intermediation* **Professional Group:** *1* **Working Hours**: *38.25 hours per week, Monday to Friday* **Gross Monthly Salary:** *1876.97 € (14 payments) \+ 53.94 €* **Gross Annual Salary**: *26924.85 €* **Contract Type:** *Indefinite-term contract* **Start Date:** *Immediate* **Probation Period:** *6 months* **Hierarchical Reporting Line:** *Technical Manager of the Mediation and Coexistence Area.* **Functional Reporting Line**: *Manager of the Mediation and Coexistence Area and Rights Area* **JOB MISSION** The Service’s purpose is to provide comprehensive support on housing rental and mortgage intermediation matters, centralizing procedures and inquiries related to accessing and safeguarding the right to adequate housing for residents of the Chartered Community of Navarra. **FUNCTIONAL DESCRIPTION (NON-EXHAUSTIVE):** * Conduct liaison with the person appointed by the Government of Navarra to oversee the Service. * Coordinate with various municipal social services, municipal housing services, and those of the Government of Navarra. * Serve as the responsible person for the professionals comprising the team, including their organization and supervision. * Supervise the programming and planning of objectives and activities. * Support the creation of outreach events to present the Service and bring it closer to citizens. * Lead and supervise the Service’s dissemination plan. * Lead and facilitate institutional coordination and networked collaboration. * Develop a training program focused on conflict resolution, mediation, empowerment, and social development. **BENEFITS**: * Flexible working hours (start and end times). * Partial remote work. * For full annual working hours: 60 hours of flexible time. * 23 working days of vacation. * Opportunities for work–life balance. * Opportunities for professional growth and career development. * Laptop and smartphone with access to the M365 environment. * Participation in social innovation, digital transformation, and agility initiatives. ### **Minimum Requirements** **ACADEMIC QUALIFICATIONS** * Degree in Education or Social Work. **COMPLEMENTARY TRAINING** * University Expert Certification in Conflict Management and Mediation (350 hours). * Advanced proficiency in database management, digital case-tracking platforms, and telematic citizen service tools. * Advanced knowledge of Housing Law 12/2023, Foral Law on the Right to Housing 10/2010, and related regulations concerning rentals and protection of vulnerable tenants. **PROFESSIONAL EXPERIENCE** * Minimum of 3 years’ experience managing teams. * Minimum of 3 years’ experience supervising and monitoring projects. * Experience in social action projects within the housing sector. * Experience in mediation and negotiation, especially in conflicts arising from landlord–tenant or mortgage-related relationships. **OTHER REQUIREMENTS** In case of holding a Social Work degree, registration with the relevant professional association in the territory is required. * **PREFERRED QUALIFICATIONS** * Experience with agile methodologies. * Knowledge of gender impact assessments. * Training in gender equality and/or gender studies. * Disability certificate indicating at least 33% disability. * Valid driver’s license and personal vehicle. * Familiarity with the local territory. **CORE COMPETENCIES** * Rigor, efficiency, and quality. * Flexibility and adaptability to change. * Teamwork. * Empathy. * Organizational ability. * Proactive and problem-solving capacity. * Effective communication. * Negotiation skills. * Frustration tolerance
