**Workplace**: *Navarre* **Program**: *Universal and comprehensive service for information, advice, mediation, and mortgage brokerage in rental housing matters* **Professional Group**: *1* **Working Hours**: *38.25 hours per week, Monday to Friday* **Gross Monthly Salary**: *€1,876.97 (14 payments per year)* **Gross Annual Salary**: *€26,277.57* **Contract Type**: *Indefinite-term contract* **Start Date**: *Immediate* **Probationary Period**: *6 months* **Hierarchical and Functional Reporting Line**: *Technical Manager of the Mediation and Coexistence Area.* **JOB MISSION** The Service’s purpose is to provide a comprehensive housing support service covering rental housing and mortgage brokerage, centralizing procedures and inquiries related to accessing and safeguarding the right to adequate housing for residents of the Chartered Community of Navarre. **JOB FUNCTIONS (NON-EXHAUSTIVE LIST):** * Conduct mediation between landlords and tenants to resolve disputes arising from rental agreements. * Ensure compliance with mediation requirements established under Law 12/2023, of 24 May, on the Right to Housing, particularly between vulnerable individuals and large-scale property owners. * Support the creation of outreach events to present the Service and bring it closer to citizens. * Support and facilitate the Service’s dissemination plan. * Coordinate with various municipal social services, housing services, and the Government of Navarre. * Support and collaborate in training the general population and key stakeholders in housing-related matters through specialized training. **BENEFITS**: * Flexible entry and exit times. * Partial telework. * For full annual working hours: 60 hours of discretionary time. * 23 working days of vacation. * Opportunities for work–life balance. * Opportunities for career progression and professional development. * Laptop and smartphone with access to the M365 environment. * Participation in social innovation, digital transformation, and agility initiatives. ### **Minimum Requirements** **ACADEMIC QUALIFICATIONS** * Degree in Social Work or Social Education. **ADDITIONAL TRAINING** * University Expert Certification in Conflict Management and Mediation (350 hours). * Advanced knowledge of Law 12/2023 on Housing, Foral Law 10/2010 on the Right to Housing, and related legislation on rentals and protection of vulnerable tenants. **PROFESSIONAL EXPERIENCE** * At least one year’s experience in similar projects. * Experience in mediation and negotiation, especially concerning disputes arising from landlord–tenant or mortgage-related relationships. * Experience in real estate mediation, rental conflict management, or social action projects. **OTHER REQUIREMENTS** * If holding a Social Work degree, registration with the Navarre Professional Association of Social Workers is required. * Proficiency in office software (Microsoft Office level). **PREFERRED QUALIFICATIONS** * Experience with agile methodologies. * Knowledge of gender impact assessments. * Training in gender equality and/or gender studies. * Disability certificate indicating at least 33% disability. * Valid driver’s license and personal vehicle. * Familiarity with the Navarre region. **CORE COMPETENCIES** * Rigor, efficiency, and quality orientation. * Flexibility and adaptability to change. * Teamwork. * Empathy. * Organizational skills. * Proactive and problem-solving attitude. * Effective communication. * Negotiation skills. * Frustration tolerance
