It is a universal social intervention program that uses ICT tools to improve and foster, both individually and collectively, people’s inclusion and integration into the community. It targets the general population, with special focus on individuals at social risk—particularly those needing to enhance their capabilities to overcome difficulties accessing information technologies, thereby preventing their exclusion from the community. Special emphasis is placed on unemployed persons, children and youth, older adults, and families. Digital knowledge deficits as an exclusion factor may affect various individuals and groups.
