### **Description** **Mission** Coordinate and manage the Médecins du Monde Technical Office located in Melilla according to established policies and regulations and under the strategic direction defined by the Organization. **Geographic Scope of Intervention** Melilla. **Organizational Chart** Hierarchical dependency of the Directorate of the Department of State and Autonomous Programs. **Responsibilities** The coordination holds the highest legal and operational responsibility for the Technical Office: * Responsible for leading the planning, implementation, monitoring, and evaluation of programs developed by the organization at the state and autonomous level within its geographic scope of intervention, ensuring that all activities align with the entity's values and strategic objectives. * Monitoring awareness-raising programs, tracking projects particularly linked to the field of Migration and Health, advocacy projects, and EPTS. * Technical representation before institutions and government agencies. * Preparation, supervision, and monitoring of the Operational and Strategic Planning of the Technical Office to ensure the Strategic Plan complies with the guidelines set by the organization and from the DPEA. * Prepare and propose the annual budget of income and expenses for the Technical Office, and carry out monitoring, control, analysis, and reporting of deviations, ensuring economic sustainability and management of public and private decentralized funding calls at the Technical Office. * Support in all legal processes related to the Technical Office. * Organize and plan the work of the Technical Office, efficiently and effectively managing resources, both human, material, and economic. Develop and adapt operational protocols and work processes, facilitating high-quality execution of activities in accordance with organizational guidelines and general standards. * Responsible for the human resources of the Technical Office. Manage, supervise, and contribute to evaluating hired personnel, with permanent support from the Department of State and Autonomous Programs, ensuring team talent development, safeguarding team well-being, and managing any conflicts that may arise. * Ensure maintenance and security of the assets of the Technical Office and oversee compliance with internal rules and procedures. * In close collaboration with the Department of State and Autonomous Programs, participate in fundraising management for Technical Office projects, identifying funding opportunities and preparing proposals. Maintain technical relationships with funding bodies and partner organizations. Supervise monitoring and justification of obtained funds, ensuring efficient and transparent management. ### **Minimum Requirements** **Education** **Academic Qualification:** University degree in health sciences or other social disciplines. **Additional Training:** Training in project cycle management (logical framework, results-based management, theory of change), migration, public health, human rights, and gender. Management and administration of organizations. **Requirements** Languages: Spanish. English level B2-C1. Computer Skills: Good proficiency in Office suite and database management.
