**Position Mission** Lead the design, implementation, and commissioning **from scratch** of the optical fiber laboratory in Irun, ensuring its operability, maintenance, standardization, and evolution. Will be responsible for building and developing the technical team, establishing work procedures, and ensuring all activities are executed to high standards of quality, accuracy, and regulatory compliance. **Main Responsibilities1\. Laboratory Creation and Implementation Phase** * Design the operational, technical, and functional structure of the new optical fiber laboratory. * Define infrastructure, equipment, and specialized tool requirements. * Select and manage procurement of key equipment (OTDRs, splicers, microscopes, power meters, etc.). * Establish operational procedures, workflows, quality controls, and technical instructions. * Ensure facilities and processes comply with international regulations and standards (ITU\-T, IEC, ISO). **2\. Operation, Leadership, and Continuous Improvement Phase** * Hire, develop, and lead the laboratory's technical team. * Train staff on procedures, equipment, measurement standards, and best practices. * Supervise tests, certifications, inspections, and analyses related to optical fiber. * Ensure proper execution of processes and reliability of results. * Prepare technical reports, performance metrics, and continuous improvement plans. * Manage preventive and corrective maintenance of equipment. * Plan resources, workloads, and operational priorities. * Propose and implement improvements as the laboratory and its needs evolve. **Requirements Education** * Degree in Telecommunications Engineering, Electronics, or equivalent technical qualification. **Experience** * 3 to 5 years of experience in optical fiber or telecommunications laboratories. * Experience in installation, operation, or management of technical laboratories (highly valued if involved in implementations from scratch). * Advanced knowledge of measurement equipment and industry standards. **Technical Competencies** * Advanced operation of OTDRs, power meters, fiber microscopy, and splicers. * Knowledge of applicable ITU\-T, IEC, ISO regulations. * Ability to develop procedures, protocols, and quality criteria. **Key Skills** * Leadership and team development from inception. * Planning, organization, and management of technical projects. * Strong analytical and problem-solving skills. * Effective communication and results orientation.
