




**OFFER DESCRIPTION:****Main Responsibilities:** ------------------------ ### **Management and Supervision of the Telecontrol Center (CTC)** * Lead, design, and supervise the CTC for automation and execution of processes in the Water Supply Area. * Identify new requirements to develop in coordination with the Information Systems Division (DSI). * Execute automation to improve operational efficiency and decision-making in operations, execution, and planning, according to current regulations and internal guidelines. * Ensure 24/7 operation in water resource management and monitoring of risk events, especially supporting hydrology technicians and infrastructure security and telemetry managers. ### **Reporting and Coordination** * Develop or coordinate reports on hydrological variables (inflows, flows, demands, etc.). * Coordinate with Civil Protection the deployment of the Inuncat Plan. ### **Projects and Data Analysis** * Lead projects involving automatic analysis, massive data exploitation, processing, and real-time processes. * Develop time series models, inter-variable relationships, hydrological models, and digital twins of the watershed. * Improve automated procedures, including data quality and mass processing. ### **Digital Transformation and Administration** * Implement a roadmap and work plan for digital transformation and automation based on departmental priorities and DSI guidelines. * Implement indicators and dashboards to assess data quality and consistency. * Coordinate with DSI data availability and integration, as well as the Agency’s systems and digital tools plan. * Promote data sharing and uniqueness, ensuring updates and integration into corporate databases. ### **Software Development and Maintenance** * Lead the definition of requirements, development, testing, implementation, maintenance, and evolution of related software. * Manage contractual processes, including requirement specification and work evaluation. ### **Support and Advisory** * Prepare responses to internal and external requests regarding digital transformation. * Advise departments on data acquisition and quality. * Coordinate telecontrol tasks with other areas. ### **Innovation and Updating** * Participate in research, development, and innovation projects. * Review and update periodic reports and studies related to automation and data management. * Participate in innovation initiatives for automated data management and telecontrol. **REQUIREMENTS:** * University degree in engineering or sciences (physics, geology, mathematics). * Certificate of oral and written Catalan language proficiency at level C1 (General Directorate of Language Policy or equivalent). * Valid class B driver's license with regular driving experience. * Occasional availability to work outside the office (field visits, etc.). **Valued Qualifications** --------------------- Minimum of 4 years of prior experience in at least 4 of the following areas: * River hydrology. * Leading or executing large-scale data analysis projects in water management. * Implementation of operational IT tools in the smart water domain. * Analysis of water resources, demands, and hydrological planning. * Hydrometry. * Establishment and monitoring of control panels. * Implementation of digital transformation projects. * Implementation of process organization and systematization projects. * Writing technical and dissemination reports. * Leadership in projects and/or work teams. **Specific Knowledge** --------------------------- * General hydrology and hydraulics. * Data science with training in data analysis. * Mathematics, time series statistics, data mining, distributed computing. * Hydrological and hydraulic modeling (HEC\-HMS, HEC\-RAS or others). * Programming languages: R, Python, SQL. * Data analytics tools: Azure Databricks, Azure Functions, Azure Data Factory, Azure API Management, Neo4j, Jupyter Notebooks. * Familiarity with collaborative methodologies: BIM, GIS, GMAO. * Technical calculations with large datasets in Excel (Power Query, Power Pivot). * Low-code/no-code tools: Microsoft Power Platform, Dataverse. * Leadership in digital transformation processes and change management. * Participation in innovation projects in water management and large-scale data processing. * Knowledge of English. **Personal Competencies** -------------------------- * Personal self-management, affiliation, communication, teamwork and networking, decision-making, analytical ability, autonomy and initiative, results orientation, planning and organization.
