The role includes detailed analysis of functional and technical requirements during both the proposal and project execution phases, ensuring alignment with the strategic objectives and technology roadmap of Catalonia’s Public Sector. It encompasses identifying optimal architectures, designing scalable and secure solutions, and selecting technologies that guarantee interoperability and compliance with standards. Both existing applications and new initiatives are addressed, including modernization processes, legacy system migration, and adoption of cloud platforms to improve efficiency, availability, and resilience. The candidate is accustomed to working with a results-oriented approach, incorporating effort estimation, scheduling, resource planning, and risk mitigation strategies. The ultimate goal is to deliver innovative and sustainable solutions that drive digital transformation across the Public Administration, optimizing processes while ensuring operational continuity in an ever-evolving technological environment. **Requirements** Participation in technical and value-added project proposals. Assessment of effort, risks, and contingency planning (assumptions). Application of technological innovation in value propositions. Proactive identification of needs and issues in each opportunity to define appropriate solutions. Coordination with technical and business teams to ensure proper solution alignment. More than 5 years of experience working on CTTI projects, preferably across more than one department. **Additional Information** Recommended Experience: More than 10 years of experience in application development and maintenance. 3–5 years of experience in cloud solution development and design, including participation in architecture definition processes and presentations. Experience in technical and functional requirements analysis, as well as in project management and agile methodologies. Client-facing experience and ability to manage expectations and coordinate multidisciplinary teams.
