Within an application development and maintenance service for public procurement management for the Catalan public administration, we need to hire high-caliber Functional Analyst profiles. **Responsibilities** * Requirements analysis and design of **IT solutions**. Identification of potential incompatibilities among specified requirements, ambiguities, and inconsistencies in requirements. * Close collaboration with multidisciplinary teams to **draft and review** technical and commercial proposals for **public procurement** related to **IT projects**, ensuring accuracy, clarity, and compliance with requirements. * Development and **maintenance of templates and standardized documentation** to streamline the drafting process. * Participation in the **definition of strategies and approaches for public procurement**, considering client needs and business objectives. * Collection and **analysis of information** regarding previous procurements to **improve future proposals**. **Requirements** * **Proven experience** in drafting and preparing technical and commercial proposals for public procurement related to **IT projects** (particularly for CTTI tenders). * Experience conducting functional analysis and requirements elicitation. * Technical knowledge of the main components of electronic administration in the Catalan region (CTTI, IMI, ACA, etc.). * **Desirable**: Technical knowledge of **Low-Code architectures** (OutSystems, Appian, Power Platform). * Familiarity with graphical modeling tools for Enterprise Architecture (Archi, Visio, Draw.io or similar) and functional domain modeling (UML, Entity-Relationship Diagrams, Workflows, BPM, etc.). * Knowledge of **Lean/Agile Project Management methodologies** (Scrum, Kanban, Dual Track, etc.). * Knowledge of **ICT Service Management methodologies** (ITIL, IT4IT, SecDevOps, etc.). * Experience using **Microsoft productivity tools** (Word, Excel, PowerPoint, SharePoint, Planner, etc.) and **Artificial Intelligence tools** (ChatGPT, Copilot 360, Gemini or similar) to automate and improve certain proposal drafting processes. * Excellent **communication skills** (especially **written**) in Spanish and Catalan. * Experienced in **collaborative team-based work**. * Problem-solving ability, proactivity, initiative, and autonomy.
