DESCRIPTION **Position Objective** Manage, together with the rest of the People Area team at the delegation, the personnel administration and development area within the human resources domain, implementing action plans aligned with the entity's HR policies (recruitment, promotion, training, development, remuneration) and occupational risk prevention, in order to foster professional development, safety, and health of employees. Reports directly to the Territorial Coordination and to the Generalist HR Manager at the Delegation. **Main Responsibilities** * Ensure implementation and compliance with personnel management policies established by SSCC and applied at the delegation; propose staff development and promotion initiatives. * Identify training needs, design training activities, select external training providers, organize training sessions, etc. * Implement and execute, together with the rest of the team, people development projects and policies (staff recruitment, onboarding of new employees, job descriptions, staff training plan, competency-based management, performance evaluation, workplace climate, prevention of labor conflicts, and equality plans), all coordinated with CEAR’s People Management Area. * Address, manage, and resolve labor-related incidents, supporting supervision of labor files and their handling with the Workers’ Committee. All this in coordination with the responsible manager and SSCC’s HR Area Managers. * Manage all tasks related to budgeting, redefinition, monitoring, and financial justification of personnel within state and local programs. * Review hiring processes and internal transfers, as well as correct affiliation to Social Security and contributions of employees, ensuring compliance with labor, social, and tax obligations arising from the employment relationship between employees and the entity. All this in coordination with SSCC’s Labor Relations Area. * In coordination with the Internal Prevention Service, implement, ensure proper execution of, and centralize follow-up on the Occupational Risk Prevention Plan. * Maintain communication/relations with the Workers’ Committee and the Territorial Health and Safety Committee. * Monitor updates in labor legislation, sector practices, and internal regulations.
