




Serveis Ambientals del Vallès Oriental, S.A. needs to initiate a selection process to fill a vacancy for a polyvalent technician assigned to the Public Procurement Department. • Report to and provide technical support to the Head of Procurement. • Support various technical departments in identifying service requirements, drafting technical specifications, and preparing documentation for public tender procedures. • Develop and monitor studies, new projects, minor contracts, and tenders. • Conduct cost analyses associated with public contracts. • Provide support for, and where applicable draft, minor contracts: − Technical justification report (including existence of budgetary allocation, estimated economic valuation, necessity of execution, etc.). − Final technical evaluation report of bids. − Award agreements. • Provide support for and execute tender documentation, considering: − Market studies. − Collection and analysis of data regarding the scope of work. − Preparation of the justification memorandum for the procurement file. − Drafting of the Technical Specifications Document and the Specific Administrative Clauses Document in coordination with relevant departments and areas. − Preparation of the envelope-opening report and award proposals for the contracting authority. − Attendance at contracting committees and preparation of minutes. − Support to departments and areas in contract monitoring. − Document management (receipt minutes, contracting committee minutes). • Attend goods reception events. • Review all documentation (Technical Specifications Document, Administrative Clauses Document, opening report, award proposal, contract). • Prepare proposals for the contracting authority. • Draft contract monitoring reports, final guarantee releases, contract settlements, etc. • Enter data and monitor contracts on the electronic procurement platform, the Contractor’s Profile, and the Public Contract Register for all contracts. • Collaborate in developing procurement procedures, as well as perform other assigned tasks. • Support interested departments or areas in analyzing grant calls, and assist in preparing the required administrative documentation for submission, as well as in providing justifications related to grants, where applicable. * Minimum 3 years’ experience. a) Experience in tenders and public procurement, either in public administration or private companies. b) Experience in technical departments drafting technical specifications, cost studies for services, or other duties related to this position. c) Knowledge and/or experience in waste management or within waste-sector companies. d) Knowledge and/or experience with Microsoft Office suite and procurement platforms such as the Contractor’s Profile and the Public Contract Register. * Bachelor’s Degree in Environmental Sciences * Technical Engineering Degree * Bachelor’s Degree in Public Administration * Catalan (spoken: advanced, written: advanced) * Spanish (spoken: advanced, written: advanced) * Own vehicle available * Driving license: B * Permanent employment contract * Full-time working hours * Additional information of interest: Offices located in Granollers (Vallès Oriental)
