




Position Summary: We are seeking a technical-commercial profile to manage tenders and bids for public administration end-to-end, from opportunity identification to award. Key Highlights: 1. End-to-end management of the full tender and bidding cycle 2. Technical-commercial coordination and definition of competitive solutions 3. Strategic relationship with public administration We seek a candidate with a technical-commercial mindset, focused on end-to-end management of tenders and bids for public administration, capable of leading the entire process—from opportunity identification to project award. Opportunity Management and Business Development * Identification and tracking of opportunities in the public sector. * Strategic analysis of tenders and assessment of participation feasibility. * Coordination with management and technical departments to define bidding strategy. * Market monitoring, including public bodies and investment programs. End-to-End Tender and Bid Management * End-to-end management of the full tender cycle: * Tender document analysis * Documentation preparation * Bid coordination * Submission * Follow-up until award * Preparation and coordination of technical and financial proposals. * Drafting of reports, administrative documentation, and executive presentations. * Timeline control, deliverable tracking, and compliance with tender requirements. Technical-Commercial Coordination * Continuous liaison with engineering, operations, procurement, and management departments. * Translation of technical requirements into value propositions for public clients. * Coordination of partners, suppliers, and external collaborators during the bidding phase. * Participation in defining competitive and profitable solutions. Relationship with Public Administration * Engagement with public bodies and strategic stakeholders. * Participation in follow-up meetings, proposal defenses, and presentations. * Management and tracking of documentation related to public programs and subsidies.
